Project Brief

The National Center for Wildlife (NCW), in collaboration with the Ministry of Environment Water and Agriculture (MEWA) and the National Center for Privatization & PPP (NCP), is pleased to invite submissions of Expressions of Interest (EOI) and Statement of Qualification (SOQ) from interested parties collectively for (“Public Private Partnership For Inspection And Monitoring Of Wildlife And Its Products And Derivatives In Outlets And Points Of Entry” or the “Project”) for:


(i) Conduct wildlife inspections across 14 Points of Entry and ~50,000 wildlife outlets across the Kingdom to ensure compliance with all related environmental laws and implementing regulations.
(ii) Deploy qualified wildlife inspectors across the 14 Points of Entry and all wildlife outlets.
(iii) Provide additional offices, vehicles, tools, and equipment for wildlife inspectors to conduct their duties.

The Project is a Public Private Partnership (“PPP”) initiative intended to meet the objectives of the Kingdom’s Vision 2030 of increasing private sector participation.

NCW is mandated to protect wildlife in the Kingdom and increase the compliance of wildlife trade to environmental and wildlife related laws. Conducting inspections of wildlife outlets and markets and wildlife trade entering and exiting Points of Entry is an important aspect of NCW’s mandate.

Project Scope

Conduct wildlife inspections across 14 Points of Entry and ~50,000 wildlife outlets across the Kingdom to ensure compliance with all related environmental laws and implementing regulations.

Train and deploy qualified wildlife inspectors across the 14 Points of Entry and all wildlife outlets.

Provide additional offices, vehicles, tools, and equipment for wildlife inspectors to conduct their duties.

Adhere to standards (i.e., CITES), checklists, and standard operating procedures to perform inspections safely and efficiently.

Transfer the Project back to NCW at the end of Contract Period.

Please note the following instructions and important dates

EOI and RFQ Request: Interested applicants can access and download the EOI and RFQ request form Applicant must send the filled form no later than 29 December, 2024 at 3pm KSA time to the following email:ipd@ncw.gov.sa

Note: Applicants are advised to send the filled form before the deadline in order to have sufficient time to receive and review the EOI and RFQ documents and send questions (if needed)

EOI and RFQ request emails will be reviewed by the concerned party. Then, approved applicants will receive EOI and RFQ documents attached in the reply email.
Questions & Clarifications: Applicant to send clarification requests (if any) no later than 07 January, 2025 at 3pm KSA time – using Annex 8 in the EOI and RFQ document (‘Form of Clarification / Additional Information Requests’) by email to: ipd@ncw.gov.sa Responses to clarifications will be shared to interested applicants by 14 January, 2025 EOI and SOQ Submission: Applicant must send the prepared EOI, SOQ, and NDA in a USB no later than 28 January, 2025 at 3pm KSA time to the following address:
